We drive policy influence and localization by amplifying community voices, promoting transparency, and strengthening accountability mechanisms across the humanitarian, development, and peacebuilding sectors in ASAL regions.

The ASAL Humanitarian Network believes that meaningful change in the humanitarian and development landscape must be rooted in the voices, priorities, and agency of affected communities. Through our Advocacy and Accountability pillar, we work to influence laws, policies, and practices that impact ASAL populations by positioning local actors at the center of decision-making. We facilitate structured engagement with government institutions, legislators, and humanitarian coordination bodies to ensure that national and county policies reflect the lived realities of communities on the frontlines of climate shocks, displacement, and chronic underinvestment.

We also recognize that policy influence must be grounded in grassroots power. Through community-led advocacy platforms, we support ASAL communities—especially women, youth, and marginalized groups—to shape agendas, demand transparency, and monitor service delivery. Our commitment to accountability includes building inclusive mechanisms that enable feedback, reinforce trust, and ensure that those in power remain answerable to the people they serve. This integrated approach drives systems change by linking community-based action with institutional reform, ultimately strengthening governance and responsiveness across the ASAL regions.

Policy Dialogue and Legislative Engagement

We engage with national and county governments, parliamentarians, and regional bodies to co-develop laws, frameworks, and policies that reflect ASAL priorities. Facilitate technical inputs into legislative reforms and strengthen representation of local actors in formal policy spaces.
