Participatory Scenario Planning Workshops to Strengthen Early Action Systems
AHN and Partners Co-Create Locally Led Solutions for Predictable Climate Response
Between 23rd September and 1st October 2025, the ASAL Humanitarian Network (AHN), in collaboration with the Kenya Cash Consortium (KCC) under the ECHO HIP 2025 program, facilitated a series of Participatory Scenario Planning (PSP) workshops across four ASAL counties; Garissa, Tana River, Samburu, and Wajir.
Held in partnership with the respective County Governments, Departments of Disaster Risk Management, NDMA, the Kenya Meteorological Department (KMD), Kenya Red Cross Society, World Food Programme (WFP), and other partners, these workshops brought together multi-sectoral actors to co-produce seasonal advisories for the OND 2025 short rains, validate forecasts, and design locally relevant anticipatory actions.
By combining scientific forecasts with indigenous knowledge, the PSPs are enabling the development of Standard Operating Procedures (SOPs) for alert-based financing ensuring that early warning triggers timely, predictable, and coordinated early action. Anchored within the Ending Drought Emergencies (EDE) Phase II framework, these county-level engagements reflect AHN’s ongoing commitment to advancing locally led, inclusive, and climate-smart humanitarian systems across Kenya’s arid and semi-arid lands.
