Endline Assessment – March 2022

The ASAL Humanitarian Network (AHN), with funding from Oxfam and its affiliates, implemented three rounds of multi-purpose cash transfers (MPCT) between December 2021 and March 2022 to support drought-affected households in Turkana County. The intervention, implemented by Sustainable Approaches for Community Empowerment (SAPCONE), formed part of AHN’s wider early action humanitarian response across Kenya’s ASAL region, supported by Oxfam, Concern Worldwide, and ACTED.

Endline findings by IMPACT Initiatives demonstrate significant improvements in household food security, income, and expenditure patterns:

  • Food Consumption Score (FCS): households with poor FCS dropped from 95% to 38.2%, while those with acceptable FCS rose from 1% to 16.7%.

  • Average monthly household income: increased from KES 924 to KES 10,500, representing a tenfold rise.

  • Average monthly expenditure: increased from KES 774 to KES 9,981, with spending on food declining from 84.4% to 47.9%, suggesting improved diversification of household spending.

  • Average household meals per day: rose from 0.9 to 1.9, indicating better food access.

All households preferred mobile money for cash delivery and reported full safety and respect throughout programme registration and payments. 99% of beneficiaries were satisfied with the process, and 86% confirmed being consulted by NGOs about their needs.

Although the Reduced Coping Strategy Index (rCSI) rose slightly, possibly reflecting new expenditure priorities, the assessment confirms strong gains in income, food consumption, and household wellbeing. The results reaffirm the effectiveness of locally led, cash-based humanitarian responses in restoring dignity and resilience among drought-affected communities in Turkana.
