3W Analysis – Who, What, Where in the 2023 Drought Response

The ASAL Humanitarian Network (AHN), with technical support from MapAction, developed a 3W (Who-What-Where) drought response map illustrating ongoing and planned multi-purpose cash assistance across Kenya’s arid and semi-arid counties. The map, compiled as of 23 August 2023, visualizes the concentration of humanitarian interventions by ward, identifying implementing partners, funding sources, and delivery modalities.

Data show extensive coordination between local partners—such as SND, ALDEF, NAPAD, SAPCONE, TUPADO, and MID-P—and major donors including USAID, ECHO, EU, DANIDA, BHA, MACP, OXFAM, and Save the Children. Activities span voucher, cash, and hybrid assistance models, supporting drought-affected households in counties such as Turkana, Marsabit, Wajir, Garissa, Isiolo, Mandera, and Samburu.

The 3W snapshot underscores AHN’s collaborative footprint in strengthening household resilience, improving humanitarian targeting, and informing partners’ strategic planning across Kenya’s ASAL region.
