Endline Insights: Cash Assistance Strengthens Household Resilience in Garissa and Turkana

The endline assessment by IMPACT Initiatives under the Kenya Cash Consortium highlights how adaptive cash programming improved livelihoods, reduced negative coping strategies, and promoted accountability to affected communities.

The Kenya Cash Consortium implemented a multi-purpose cash transfer (MPCT) to support disaster-affected households in Garissa and Turkana counties under the Alert-Based Cash Assistance initiative. This endline factsheet, produced by IMPACT Initiatives, assesses how the intervention enhanced household economic well-being, food security, and accountability to affected populations. Data was gathered from 612 households across the two counties through stratified random sampling between 27–31 May 2025.

The assessment revealed significant improvements in household income and expenditure compared to the baseline. Average monthly income increased to KES 13,927 while expenditure stood at KES 11,092, reflecting a shift towards economic stability. Households also reported greater dietary diversity and improved food security, with acceptable Food Consumption Scores rising by +33% in Garissa and +40% in Turkana. The share of expenditure spent on food dropped from 71% to 51%, indicating that households could allocate resources to health, education, and WASH needs.

Positive social outcomes were also observed. Decision-making on household spending became more inclusive, with a rise in joint decision-making among men and women. The findings show a marked decline in negative coping strategies and an increase in savings, suggesting strengthened resilience to future shocks. Importantly, 100% of households affirmed that assistance was delivered safely, accessibly, and accountably—reflecting strong adherence to protection and accountability standards.
