National Civil Society Networks Engage in Public Consultations on the Draft PBO Regulations, 2025

CSO Networks Strengthen Voice in Shaping Kenya’s Public Benefit Organizations

On 22nd July 2025, national-level civil society organization (CSO) networks, including the ASAL Humanitarian Network (AHN), convened in Nairobi, for a public consultation on the Draft Public Benefit Organizations (PBO) Regulations, 2025, organized by the Public Benefit Organizations Regulatory Authority (PBORA).

The session brought together key CSO platforms to discuss the evolving legal framework for nonprofit governance. Participants emphasized the need for inclusive, accessible, and transparent regulations that strengthen civic space and local leadership.

Collectively, the networks submitted a memorandum to PBORA proposing reforms including reduced registration fees, affirmative action for marginalized groups, streamlined tax exemption processes, and voluntary self-regulation mechanisms.

For AHN, the engagement reaffirmed the importance of policy advocacy and collective voice in shaping an enabling environment for locally led organizations. The process marked a significant step toward realizing the principles of accountability, inclusivity, and partnership that underpin Kenya’s vibrant civil society.
