The Alert-Based Cash Assistance to Disaster-Affected Communities in Kenya’s Arid and Semi-Arid Lands (ASAL) project was implemented by the Kenya Cash Consortium (KCC) to mitigate the impact of drought and flooding in Garissa, Mandera, Marsabit, and Tana River counties. The endline assessment, conducted by IMPACT Initiatives in August 2024, surveyed 405 households using a random sampling approach with a 95% confidence level and 5% margin of error. The objective was to measure household income, expenditure, food security, and accountability outcomes following the delivery of multi-purpose cash transfers (MPCT).
The results show clear progress in household economic stability compared to the baseline. Average monthly income increased from KES 6,078 to KES 13,761, while expenditure rose from KES 9,055 to KES 11,657, indicating improved purchasing capacity and access to essential goods and services. Households reported reduced reliance on emergency coping strategies and increased ability to meet basic needs, with 25% able to meet all or most of their needs compared to only 17% at baseline.
Food security indicators improved across most counties. The proportion of households with acceptable Food Consumption Scores (FCS) rose by 33% in Marsabit, 26% in Tana River, and 5% in Mandera, though a decline of 15% was observed in Garissa due to severe flood impacts. Households spent an average of 70% of income on food, reflecting progress but ongoing vulnerability to inflation and market shocks.
Protection and accountability outcomes were highly positive. Over 98% of respondents felt safe receiving assistance, 99% were treated with respect, and 97% felt their views were considered. The majority (99%) preferred mobile money transfers, citing ease of access, flexibility, and autonomy. These findings highlight the success of adaptive, locally-led cash programming in promoting economic recovery, dignity, and resilience among disaster-affected households.
