Cash Transfers Strengthen Household Recovery in Turkana County

Midline Assessment – February 2022

The ASAL Humanitarian Network (AHN), through its drought response programme funded by Oxfam and implemented by Sustainable Approaches for Community Empowerment (SAPCONE), provided three rounds of multi-purpose cash transfers (MPCT) to drought-affected households in Turkana County between December 2021 and March 2022. The intervention formed part of AHN’s broader early action and humanitarian programme across eight ASAL counties, supported by Oxfam, Concern Worldwide, and ACTED.

Findings from the midline assessment conducted by IMPACT Initiatives show significant improvement across food security and income indicators:

  • Food Consumption Score (FCS): acceptable levels rose from 1% to 9.1%, while poor FCS reduced from 95% to 47%.

  • Average monthly household income increased from KES 924 to KES 8,986, primarily attributed to the cash transfer programme.

  • Average household expenditure grew from KES 774 to KES 7,925, with the proportion of spending on food falling sharply from 84% to 49%, indicating improved diversification of expenditure.

  • Reduced Coping Strategy Index (rCSI) declined from 12.3 to 11.8, reflecting reduced reliance on negative coping mechanisms.

Households reported high levels of satisfaction with the programme: 100% felt safe during registration, none reported paying to be included on beneficiary lists, and 82.6% confirmed they had been consulted by NGO staff about their needs. All households preferred mobile money as their mode of assistance and 99% faced no challenges accessing or using the service.

The Turkana midline findings reinforce the impact of locally led cash assistance in stabilizing household food security, reducing vulnerability, and promoting dignity in drought-affected communities.
